ABSTRACT: Nanotechnology promises unprecedented abundance, but at the same time poses novel security risks which need to be addressed before safe development and deployment can proceed. Cryptographic controls which can reliably limit manufacture of novel weapons (including novel weapons of mass destruction) offer one mechanism for improving our collective safety. The need for such controls, their effectiveness, and the nature of the agency or mechanism which will do the controlling are likely to controversial.
