Mike Eckert is the Government Contracts Manager for PARC’s Department of Defense portfolio. In addition, he issues the subcontracts required in support of all the DOD prime contracts. He works closely with the Capture and Proposal teams during the pre-award process and with the Project Management and Research teams after award. In addition to contracts and subcontracts, Mike serves as PARC’s Small Business Liaison Officer (SBLO) and is responsible for the creation and development of the goals and objectives to conform to those required by the DOD and Small Business Administration. Mike also supports audits by the Defense Contracts Audit Agency (DCAA) and the Defense Contracts Management Agency (DCMA) to ensure PARC is compliant with all federal, state and local regulations. Prior to joining PARC, Mike was the Senior Government Subcontracts Administrator at Space Systems Loral, a division of MAXAR Technologies. He served to support all NASA and DARPA funded satellite programs such as the NASA-JPL Mars 2020 Project, NASA-Goddard Restore-L program for low Earth orbit (LEO) satellite servicing and the DARPA Robotic Servicing of Geosynchronous Satellites (RSGS) for repair, refuel and upgrade to on-orbit assets. Mike also has worked for industry giants like Stanford Research Institute (SRI International), Genentech, Inc. and Evotec, Inc. in both Government contracts and subcontracts roles. He brings his 18 years of Government experience to PARC to help advance the portfolio of sponsored programs awarded to PARC. Mike received his B.Sc. in Environmental Sciences with emphasis in Environmental Law from the University of Phoenix, and he is currently working on his Master of Legal Studies in Contract Management at the Sandra Day O’Connor School of Law at Arizona State University online.
